Update License manager for V2 licenses

The customer should update License manager on their computer. Send them this instruction how to do it: 

1. Download new license manager for Urbano  from this link: LocalProtection-11.3.0.exe 
2. Close Urbano
3. Run the installation of LocalProtection-11.3.0.exe "as Administrator"
4. Wait until the installation is finished
5. Go to C:\Program Files (x86)\Common Files\StARS\LicenceManager_local and check "Date modified" of the file StarsServer.exe - it should be a date from year 2022 for sure, no matter the date.  
6. If this is the case, add the license that I sent previously. 
7. Run Urbano - it should work properly.
